Unlocking complex sites with public sector ownership

LCR has the ability to unlock complicated sites, often with operational constraints that make them extremely difficult for the private sector to take on, or that are not accessible to private sector developers in the first place.

We open up sites for development by de-risking them – to create opportunities for private sector participation – and by securing additional investment through joint venture partnerships. This approach enables us to harness specialist skills and resources to overcome challenges associated with complex sites and to deliver successful developments.

Stratford, London Borough of Newham

As the home of the London 2012 Olympics and Westfield Stratford City, as well as creating thousands of new homes and jobs, the regeneration of the former Stratford rail lands is an excellent example of LCR’s vision and place making approach.

The 120 acre site consisted largely of derelict railway sidings in a deprived part of London when LCR’s involvement began in the late 1990s. Unlike King’s Cross, no one had tried to tackle this challenge before. By 2007 LCR and its partners had built a new High Speed 1 (HS1) station, 2.25m tonnes of tunneling material had raised the site out of the floodplain and LCR had obtained a 13.5m sq ft planning consent.

Stratford has seen unprecedented change over the last decade and LCR has been driving this from the start, delivering Stratford International as part of HS1 and now deeply involved in developments such as IQL. Newham has so much to offer and we are working with LCR and our other partners to turn our ambition of bringing homes and jobs to the borough into a reality.

By 2017, 4,500 new homes have been delivered as well as 1.5m sq ft of retail space at Westfield shopping centre. Currently under construction are 5m sq ft of offices which include headquarters for the Financial Conduct Authority (FCA) and Transport for London (TfL), and new hotels and leisure facilities.

A new school, Chobham Academy, opened its doors in 2013 and a whole host of transport and other infrastructure was built including a bridge linking the site with Stratford town centre and a new DLR station.

The story at Stratford continues and LCR remains at the heart of this amazing transformation, both through the joint venture with Lendlease at the International Quarter London (IQL) as well as other developments in the area.
