The Secretary of State for Transport owns the former Waterloo International Terminal adjacent to Waterloo mainline station. The interest is managed by LCR, working closely with the Department for Transport.
LCR is working with the DfT and Network Rail to bring the building back into full use. As part of this, we recently completed an agreement for Network Rail to take over the day-to-day management of the Terminal whilst work progresses to remodel the former Eurostar platforms 20-24 for use by regular passenger services.
Waterloo International was designed as a secure facility, like an airport, dealing with a relatively limited number of trains. It requires significant adaptation to allow use of all of the platforms and to introduce ancillary uses within the lower levels of the building. Work that is necessary includes making it possible for passengers to move on and off the platforms at the same time and creating permanent links to the main concourse of Waterloo Station, the Underground station, surrounding streets and bus services.
The accommodation under the platforms at Waterloo International is far in excess of what is required for further railway use. The London Borough of Lambeth, LCR and Network Rail are working together to develop an integrated vision for these areas. Within its Core Strategy, Lambeth has identified Waterloo International as a major development opportunity to enahcen station facilities and support local regeneration.
Lambeth Council has granted planning permission for redevelopment of Elizabeth House, to the west of Waterloo Station. The approved scheme will provide a significantly improved setting for Waterloo International and better pedestrian access. LCR is working with the owners of Elizabeth House towards implementation of this scheme, details of which can be found here.
